Phil Quinn is Head of Learning & Development at the Skills Funding Agency, formerly the Learning & Skills Council, responsible for the delivery of corporate development interventions.

Phil recently led the learning and development Maximising Your Potential Programme for the Learning & Skills Council, with over 3,000 employees transferring to two new agencies and a variety of local authorities.
